Doctor Orlando is a graduate of Iona College in New Rochelle (1970) and a graduate of the New York College of Podiatric Medicine (1974). He served in a one-year medical-surgical residency program at the New York College of Podiatric Medicine (1974-75). He is board certified in podiatric medicine (ABPOPPM), orthopedics (ABPO) and surgery (ABLES).
He has been engaged in private practice since 1975 and currently maintains offices in Hartsdale NY and Yonkers NY. He is an attending Podiatrist at Gouverneur Healthcare Services, Westchester Medical Center and Saint John's hospital Dobbs Ferry Pavilion. He is also on the faculty of New York Medical College and has been an attending podiatrist at the Westchester Institute for Human Development caring for the developmentally disabled population for the past 31 years. He is also on the Board of Directors for the ARC of Westchester and is a member of the Rivertowns (formerly Quad-Village) Rotary Club and Southern Westchester (formerly Scarsdale) Elks Lodge.
